"if" function involving resources

I have tried creating an "if" statement which involves one of the resources available. Let's say we have "kWh" as a resource and we're trying the code below.

if (kWh > 0)
yield 1 block
else
yield 0 blocks
end
end

I tried that code and yet the building (which contains the if statement after "on tick:") still yields 1 block. Why is this happening?
